There is a difference though, no ONE owns their IP. It is owned by you internet service provider and even then, they may not even own it. Very few people have a dedicated IP address, which is one that never changes. If you do, you know you do because you pay for it. In that case, you have some additional protections that come with it. For the normal user, you IP address may be you online address, but its like a rental. The owner has the control and in all that paperwork you did not read when you got your internet and phone state this very information.
Regardless of what country or city or world you live on. As for getting that info from discord, its easy. Host that bot on your own computer, give that bot a feature that the user wants to interact with. When they do, your computer will get the user ID and information of that user.
